I just upgraded to SuSE 8.2 on my desktop system (my laptops have been at 8.2 for a while, but I never noticed this on the laptops), and I noticed that the "To Desktop" line is missing in the application button on the top left of each window. I somehow got it to appear, but when I click on it and select another desktop, the window remains on the desktop where it was initially placed. I was not able to find a good reference in the online KDE manual and FAQ. Selected KDE2 from Contol Cednter/Appearance and Themes/Windows Decorations. Apparently the default SuSE does not include the "To Desktop" line.
