Hi,
first of all there are two different keyboard mappings, one for the console and the other for X11. And on top of this, KDE is able to override the X11 kbd layout! The display-managers like XDM,KDM,GDM,.. on the other hand depend on the X11 configuration settings. So please check your /etc/X11/XF86Config file in the section "InputDevice" Driver "Keyboard" the option "XkbLayout" if it is set to "be"
