Because it may be used for more than one system -- some people have no broadband connection and don't want to re-download every patch anew. Furthermore, some people have metered Internet connections and don't want to rsync and keep the whole archive, but only the parts that they have needed. Just yet another reason to use smart or apt, IMHO.
