Phones in the U.S. and elsewhere run 64 Kb/s. What you're thinking of was when a voice channel was used for data and common channel signalling was not available. In that instance, only 56 Kb were available for data. These days, the full 64 K is available, though that technology is now on the way out, in favour of IP.
