You need to edit your ~/.xinitrc file to start fvwm. The way SuSE is set up, I think it searches to see what's available then it loads the window manager. I don't use fvwm2 because I'm not used to it so I use fvwm. You can simply comment the lines that reference other window managers and insert fvwm, fvwm95, or whatever your heart desires.
