I did try switching the "digital clock" timezone in Plasma to London, nothing changed. I also have Fedora 28 on another machine, same time zone, also Plasma. The widget works correcrly. This is the first time KDE is workiedora better than in OpenSUSE - for KDE things it's usually either the same, or OpenSUSE better.
