I've had good experiences with mkcdrec. It allows you to build a custom boot-cd, and add as many programs as you want. It was designed to be a backup program, but it has an option to just buid a boot-cd. It has a configuration file in which you can add as many programs as will fit on the cd. I've been using it to build rescue cds with my entire perl5 library on it. With some tweaking, you can add dialout and even X, but it gets complicated because you have to manually load alot of libraries after the ramdisk boots.
