the 4.12.14 kernel in Leap 15.1 does not have the mkiss module. It appears it was removed.
As Carlos suggested, a bugreport might be sensible.
To fix your immediate problem, think I would install a later kernel, it seems e.g. 5.6.0 has the mkiss module.

Wow I didn't think I would stir up such a discussion ruckus! ;-) I will answer some of the questions that have been asked but it sounds like I should just resign myself to doing another upgrade to 15.2. I will submit a bug report also but doesn't sound like it will do much good LOL, I will probably just get told to upgrade.
