Yes, I have that enabled. In KDE settings -> Startup and Shutdown -> Background Services -> Desktop Session Login and Logout -> On Login I have "Restore previous Session" enables. I'm sure somewhere there is a the snapshot of that 'previous session' documented. Note also there is the option of excluding programs.
