I am also a blind user, but not using braille yet. Braille is supported including braille monitor. See program Orca. ALT + F2 and type orca. But, in 10.3, the library to support Orca, called at-spi is broken. There is a patch coming soon. It has been tested and will release to general users soon. So some things may not work correctly. After you install opensuse, please let me know if you have any difficulty because I am keeping track of issues for the GNOME team.
