From a konsole when I view a file listing that has directories with permissions of 777 it's sometimes difficult to read them.
When viewing this file "https://en.opensuse.org/File:Zypper-cheat- sheet-1.pdf" using either okular (23.08.5-bp156.1.2) or libreoffice (24.8.4.2-150500.20.15.1) portions are illegible. Specifically the ones with the neon green lettering on a white background. I've tried going into the settings on okular and changing the colors but it only affects the area surrounding the pdf. libreoffice will allow a change on a specific area of the display, only.
It is impossible to change the colours inside a PDF document. You have to edit the document itself with a PDF editor.
I opened that document here with the internal Firefox PDF reader, and Okular. In both cases the file is readable, perhaps not much, depending on your eyesight.
You would have to write to the authors and convince them to create a document with easier colours.

If this is not it, you will have to take a photo of your display, with camera and tripod (not a screenshot by the desktop), and share the photo.
I've looked into the system settings from System Settings->Appearance- >Colors but it's the same, it only changes the colors for the area surrounding. I thought about adjusting the monitors color scheme, but I watch DVD's on it.
Where else can I look?
For distinguishing either light colors or dark colors, changing the gamma helps. See System Settings >> Display and Monitor >> Gamma.
Some displays have "intelligent" modes depending on whether you are using a computer or a watching movie. Play with that.
