Actually, it's very useful for anyone working regularly on computer networks trying to resolve problems. There have been many times in Windows when I've had to do an ipconfig release & renew. With Linux, I simply set the interface to be started when the cable was unplugged. Rebooting or turning the equipment off/on would also cause the cable to "unplug". I have worked on a lot of networking equipment that comes set to 10.0.0.x by default and then had to reconfigure to the desired network range. After it has been changed, it's nice if the computer can follow the address automagically. Restarting the NIC, including dhcpcd when rebooting the device does that.
