I don't have any idea about kwintv, but if it is that way, you could:
First, have a look if there is a kwintvrc file or similar, preferably in $HOME/.kde2, and if it's there, it's most likely the one containing your 'malicious' settings, then simply delete it, to start from 'scratch' using the defaults.
Second, reinstall kwintv, either by first uninstalling (rpm -e) and then reinstalling (rpm -Uvh), or by installing it again forcing rpm to ignore that it's already there (rpm -Uvh --force)
