Presumably you have inetd installed and running on the server, the telnet service enabled in inetd.conf, and a telnet server daemon installed that matches the one enabled in inetd.conf? This stuff sure wasn't set up for me when I installed 8.1. After I did all that it worked. But maybe you also have to check hosts.allow and hosts.deny.
