I'm no expert on this but: I think most boot CDs have an initial fake floppy image. The PC bios is smart enough to boot the fake CD. Normally the fake CD has a boot loader in it that is smart enough to understand the filesytem and boot on up. So conceptually you are just requesting that the fake CD have UDF drivers.
