mjpegtools comes from both "packman" and "base". You should downgrade your "mjpegtools" package to the one that's shipped with "base" (1.6.2 instead of packman's 1.8.0).
Yes, SUSE can't be expected to updated a package to build against an unofficial externally-provided package.
