No, you can copy this fdi-file to /usr/share/hal/fdi/policy/20thirdparty/ and name the file as you like. The semantic of the file is the same as for SUSE 9.3. But you don't need to restart hal to get the settings for new inserted media/devices. Restart hal is only needed if you want to get the settings from the fdi-file to already existing devices/volumes.
