If you know the system with packman you are already insider. I do not discuss of course the legal issue, it is known. But at least a sentence "other community repos not listed here may offer supplemental software" in the bottom of the page may be helpful. So at least you know that it is not listing all opensuse software. Because the new user for sure will think that packman is part of opensuse software... while with all probability not having the whole subculture underlying.
As you say, once you know not a problem. But a newbie (or somebody like me that knows or should at least, and simply forgot) will be for a second disorientated.
In my case I was not recalling it was a packman package. So my bad.

There is <https://en.opensuse.org/Concepts_multimedia> (I start on the start home page of Firefox: <https://search.opensuse.org/>) "Concepts multimedia" is very explicit on why the packages are not there, and points to two pages with *information* (one external). <https://en.opensuse.org/Codecs> <https://www.opensuse-community.org/> which says "make sure all your multimedia packages are coming from Packman" "Concepts multimedia" also links to <https://www.opensuse-community.org/> "Concepts multimedia" also says: «Also, if one wishes more control over the installation, then the traditional method of adding a repository works well.
