It's used to config all the devices that are used for the X server in order to get your stuff like the keyboard, mouse, vid card, monitor and resolutions set. Also the /dev/mouse, /dev/input/mouse* is the device protocal. And of course the /lib/modules/<kernel-version> has the kernel device drivers, but I would muck around with this unless you know what your doing. Perhaps you might be a little more specific and lets us know if and what problem your having?
