I believe since then when I try to change my Desktop (I am running KDE 3.5.8) I cannot. It shows the new picture in the "Configure Desktop" Dialog but doesn't really change:

Are you using multiple X screens by any chance? I ran into a bug there once where the kcm was writing the 2nd screen's config to kdesktop-screen1-rc but kdesktop was still reading kdesktoprc.
