I've been ignoring this, but feel compelled to comment on this bit
A big problem with this is fragmentation of the address space, which in turn causes growth in the routing tables.
This has been going on since the dawn of the public internet. At one point, a very long time ago, the entire routing table could fit on the memory of a Cisco 1400. The fix is trivial, more memory. Every couple of years the table grows larger then the lowest end routers that could handle this before. Not to say fragmentation is no issue.
