Allow Vendor Changes. I did it in Yast, and once done there it persists in zypper, but I suspect there is a way do do it in Zypper too. You don't want to use that setting all the time, obviously.

I looked at that but thought 'openSUSE' to 'openSUSE' isn't really a "vendor" change, is it? I'll enable it and report back.

Any package that goes from one repo to another is considered a vendor change.
