In the KDE control centre under Systen Administration>Login Manager it's labelled "Echo mode"
That was it. I'd been emailed privately about the setting under "Security", but that was already set to 1 star. I'm not sure what that setting does, but it didn't fix the problem. The setting under Login Manager was set to no echo.
