Just stop trying to apply vanilla kernel to SuSE distribution without applying all patches from suse :)
2.4.16 that sits on suse's ftp (pub/suse/update/7.3/kernel/2.4.16) is compilable and runnable without any problems (well apart from goofy thing with unmountable /boot partition if you using reiserfs on any other, and applied reiserfs rpm from that kernel package )
