A major goal of a lot of the openSUSE churn in 12.2 / 12.3 / 13.1 has been to accelerate boot times. Looks like it is working for you. The biggest change in 13.1 I think has been getting systemd to not only be the main daemon startup manager, but also to get native systemd control files for a lot of the services.
