Always. In kde, they only work by changing to androidbit at the start of the session. Someone suggested it also depended on the theme i have in lxde...?
Can't help you with kde but, in lxde (gtk), you can control the tooltip background and foreground colors using the gui: (menu)>System>LXDE Control Center>Appearance and then select the Color tab. note: If you have the bad/shipped/unfixed os13.2 version of lxde-control-center that has no text labels, then you can identify Appearance by the icon which looks like a 4-arm color gauge.
