One word: EVIDENCE Peoeple, the courts, basses and managers, were not so computer savvy back then. As far as the courts and managers were concerned if it wasn't hard copy it wasn't real. towards the end of the 1970s I had a manager who didn't believe in compilers. He wanted to see assembly code. He diodn't believe in inkers either, we had to include all the library source in the assembly code. One hell of a large paper tape spool. Yes, PAPER tape.
