This, as you probably guessed, isn't true. My inference is that some lock file didn't get cleaned up a while back and should be manually deleted.
Can anyone tell me what and where that lock file might be? Or perhaps what else I should do to release this? I'd like to install some new software, and am currently hamstrung.

Usually the locking is caused by package kit, which runs in background, but it use to be a temporary lock and by waiting just a little while, you can run the updater again. To manually remove the file lock, just look carefully to error message wherein you will see the PID to kill.
