Assuming you are using KDE: - unlock widgets - add widget - choose "application launcher" widget and set it to whatever application you like.
There may exist other ways but this is how I do it.

(Why do the widgets have to be locked to begin with?!)
TOR has now its own icon and is sitting in the quick launch panel next to the 'proppa' Firefox.

Actually one doesn't need to unlock the widgets to be able to add Tor (or other applications) to the list of Applications (RH-click on Kick-off, Edit Applications). Only need to unlock widgets when adding the application to the Quick Launch panel.
