You're right, netstat only tells you what address / ports are currently in use. But you can use "lsof" (ls for open files) to discover which process has descriptors for a given protocol family, network address, and port. Lsof has a gaggle of options, so you'll need to read the manual page and, perhaps, do some searching on the Web.
