I can feel for your situation, as I fought a similar problem in the Philippines. It appears, since you can send via your postfix, that your providers do not block port 25 (my ISP did). Though I don't have one, it might work to get a gmail account and use their authenticated smtp server as your postfix relay with all your dial up accounts.
