How to create a Rescue Disk

Hi all, I'm trying to create a rescue disk so that I can book to Suse 9.0. I use the rawwritewin.exe file provided by Suse, in conjunction with the 'rescuefloppy' file. But when I try to boot off the floppy my system doesn't recognize the disk and continually restarts. What am I doing wrong? thanks, Justin
