I do not get this. You can play WAVs but x11amp refuses to work? Did you try to play WAVs from X11 as well? Maybe your Window Manager is using some kind of sound output which blocks the sound device. The permissions are set correct, you have read and write permissions for the audio device. Have a look at /var/log/messages, if you can find any error messages after starting x11amp. Good luck!
