That use to be pretty standard for a certain vintage of machines with dual processors (not dual cores, but separate CPU chips). One processor couldn't be sure the other one was done so they took the fail safe way of requiring physical interaction rather than risk one processor killing off some important shutdown work the other was doing. I haven't seen that problem since several releases (and I only have one dual CPU machine left).
