Unfortunately, they cannot be considered static or unchanging, because you can't put them a DNS server and assign a domain name. You can't serve off of these addresses.
You can if you use one of the dynamic DNS services, such as dynip.com, and ddns.com. In the case of dynip.com, they have a client that monitors your connection, and keeps the DNS updated with your IP address. If you drop off, the DNS substitutes another IP address that says you are unavailable. The downside to these services is they cost money. dynip.com is US$30 per year, but he gives you 30 day free trial. I use dynip.com (in case you can't tell), and I'm happy with it. The DNS resolves quickly.
