Actually, reinstalling it most likely would not help, because it's probably files in your home directory that are messed up. I'd suspect that it's the ~/.kde4/share/config/plasma* files - delete them (there's two) and you'll start with a new Plasma, but everything else will still be there. Otherwise, I'd suggest renaming ~/.kde4 and seeing if starting over from scratch does anything useful.
