/ partition (to bootable hd)

Why partition for / , to be bootable, has to be set less than (cyll) 1024? I think other distro doesn't do like this (redhat). So how can i create partitions on my 30 GB, ( contain win2k and suse 7) Can i create a large parttions? Infact now, i can't load lilo. Is there any solution for me? (partition magic may be?) thank you,
