I have worked with PoE cameras and never seen one that could be USB powered. Also, a camera would be pretty much useless if the switch and recorder were down due to power failure. So, if you're worried about that, just provide a UPS for that equipment and the cameras will remain up, so long as there is PoE power.
Why have a an UPS at mains voltage instead of a 12 volt one? Low voltage solutions can keep running for a day or more on battery.
