Well, it tells the init daemon which runlevel it should switch to...
The init daemon is one of the most (let's say "the most") important daemon
in a Unix system...
Now, what's a runlevel ?
To keep it simple, here are some usual runlevels:
0: halt
S: single user, no network
1: multi-user, no network
2: multi-user, with network
3: with xdm
6: reboot
So,
root# init 1; init 2
tells the init daemon to switch to runlevel 1 (many users, no network) and
then switch to level 2 (many users, with network) again...
There are some directories (/sbin/init.d/rc.* where * is S,1,2,...) that
contain symbolic links (see "man ln") to scripts that (mostly) launch and
kill daemons (web server, NFS daemons, Samba, ...), set up quotas, ...
When you switch from 2 to 1, init will run all the scripts contained in
/sbin/init.d/rc.2 with the "stop" parameter.
This will cause all network daemons (say "services" if you're used to NT) to
stop.
When switching back from 1 to 2, all scripts in /sbin/init.d/rc.2 will be
run by init with the "start" parameter...
and they'll all be fired up again !

hehe, I for one sometimes reboot out of habit, (Used to running Os/2 and in order to make the new configuration changes take effect, you have to reboot, but sometimes I do remember and do the init 1, init 2 thing:-)
