How do you set permissions for users to shutdown the pc? I know about using KDM, but are there any other ways?
This depends upon what exactly you want them to be able to do. If you want users to be able to run the 'shutdown' or 'reboot' commands, then you will want to look at SUDO. You can give users the ability to run commands as if they were other users. This would enable them to remotely shutdown or reboot your machine. Be very careful the strings you use for SUDO, as poorly chosen strings may allow people to bypass system security. Generally require full paths for a start. If you want to control who can shut it down from the console, another option would be the file /etc/shutdown.allow. This file contains a list of users who may use ctrl-alt-delete. If one of these users is logged in on the console ctrl-alt-delete will work. There are probably other methods.
