No, I am blaming the user. People are just lazy and inconsiderate. It is not that much effort to just move your cursor to the end of the part you are replying to. Then use the mouse (all broken email clients are GUI) to highlight the irrelevant stuff and hit the 'DEL' button. I have not seen an email client that forces you to top-post. They all allow you to enter text inside the message.
