Never. openSuSE never updates packages except in the case of sever security bugs. Most of the time the security fixes are back ported and made available through the update repo. However there are non-standard repos that may contain updated packages.
This is no longer true. We're relaxing that policy somewhat for .za version increments, as this is the least work to make the bug fixes available. Also consider Firefox and other Mozilla software that has come out as major version updates as another example. We'll be releasing 4.7.4 as an online update shortly. The open question is do we ship kdepim* 4.8 as well as these fix many KMail problems, and answering that comes down to testing kdepim* 4.8 vs kdelibs 4.7.
