Just tried on another box too. Scroll Lock key is operating correctly in X but the LED does not light up. In a tty (proper command line) session the scroll lock key also operates correctly and the LED DOES light up. So I believe it is safe to assume this is a problem with X. OK, so this confirms that Scroll Lock LED works normally. In tty Scroll Lock LED reflects "output stopped" state; it will also illuminate after Ctrl-S. By default ScrollLock key toggles "output stopped" state. It is possible to redefine it.
Just to make it clear - Scroll Lock LED is illuminated by software in response to some events. It has no direct relation to key with ScrollLock on its cap.
In console I get that with the "Pause" key (Pausa in Spanish), but no led illuminates.
In XFCE terminal the key is ignored; ctrl-S/Ctrl-Q work.
In both cases I tried by running "cat /var/log/messages" and pausing it.
In X it does not illuminate when I press scroll lock.
Well, it is not clear what should happen here. For once, this key obviously does not stop any output, at least when pressed not in a terminal. I am not sure whether it does anything at all even in terminal emulator - I use it to switch keyboard layout so cannot test.
So in general I would say that behavior is correct - Scroll Lock key in X11 does not do anything that would be associated with "output stopped" so why should LED be illuminated?
Of course one may want to redefine this LED to mean something else but that's different question. I see.
