winbind gets notified by default via the /etc/sysconfig/network/if-{down,up.d}/55-samba-winbindd scripting hook.
The sym links point to /etc/sysconfig/network/scripts/samba-winbindd in a default installation.
Please file a bug report if this isn't case with an initial install of the samba-winbind package.
And even NetworkManager executes the same hooks as netconfig does. If not, it's a bug and not a feature. :\
