Quite so. I've seen cases where a PS did not protect against a power surge. You would think that a switched-mode PSU would, but apparently not. Cheap components, poor layout.. Whatever. ZAP! That being said, what Peter describes _could_ be a wonky PS, and something that starts but gives up once a load actually hits it. its something I would consider.
