Check what 'chkconfig -l apache' says. If it doesn't show at least 3:on, do a 'insserv apache' and then a 'rcapache restart'. At the next boot apache should start automatically.
it had a on in both the 3 and 5. yet rcapache had unused and the setup isn't working when it first comes on. whilst watching the verbose startup, httpd also gives a done on the boot not a failed. (btw, yes I did try what you suggested anyway (on the off chance it might work anyhow.) The next thing I think I might try is a full uninstall and then try to install the apache from 8.1
BTW, you can also check this by doing 'init 2' and then 'init 3'. When going from 2->3 apache should get started.
