Your monitor cannot display a resolution of 1920x1080 using an HDMI connection, and the maximum resolution is 1680x1050. However, it is being forced to display this resolution, so the monitor is behaving abnormally.
Please change to a DVI or DisplayPort connection. Isn't this written in the monitor's manual?
The monitor is a samsung-F24T400FHN with two ports: RGB & HDMI and native resolution of 1920x1080, using the HDMI cable and connections. The GPU card has 2x DVI, 1x HDMI 1.3a, 1x DisplayPort 1.1
