I just installed 10.0.4 yesterday as root from the command line, with no particular problem. On 13.2. (other than having to install headers etc.) I think you can bypass the license and then enter it once installed. It runs as an evaluation without a key.
I didn't have any character encoding problem with the US keyboard installed.
I frased it wrong, it's the license-agreement :
You must accept the VMware OVF Tool component for Linux End User License Agreement to continue. Press Enter to proceed. Do you agree? [yes/no]: y
