To determine if it is the router, try pinging it before and while you are downloading. If the delay goes up whilst downloading, then it could very well be your router. If it is relatively the unchanged, then it could be your bandwidth is too congested for your 1 Mbit connection. Perhaps there is a way to increase the timeout for the DNS response on the router or on your machine? It will depend on if the DNS request times out on the router or on your machine. Another option is looking into your router's settings and see if you can use QoS and put DNS has a high priority?
