You are supposed to create it yourself, from the HP tools in windows, first thing when you buy the laptop.
That's right and if the manufacturer does not ship tools to create one it has to be created with the native windows tools http://windows.microsoft.com/en-US/windows7/Create-a-system-repair-disc (which is then really just a repair disk).
